When the rebuild doesn’t clear it

Intuit says a data rebuild can fix PS038, and if it doesn’t, each stuck paycheck needs to be toggled. If PS038 survives both, or comes back, the cause is past Intuit’s documented steps — the point where a diagnostic is warranted.

Update QuickBooks to the latest release

Intuit lists this under what you’ll need before you start: QuickBooks Desktop updated to the latest release. Go to Help → Update QuickBooks Desktop, run the available updates, then restart QuickBooks.

Send payroll data

Go to Employees → My Payroll Service, then select Send Usage Data or Send Payroll Data. In the Send/Receive Payroll Data window, select Send All, and enter your payroll service PIN if asked. If the transmission succeeds, try to get payroll updates again. If it doesn’t, Intuit says to contact them — subscription, billing and account issues are Intuit’s to resolve.

Find each stuck paycheck

Go to Edit → Find and open the Advanced tab. Under Choose Filter, set Detail Level to Summary Only, then set Online Status to Online to Send and select Find. Note the oldest paycheck and the number of matches, then close the Find window.

Verify and rebuild the data file

Run the Verify Data utility, then the Rebuild Data utility (File → Utilities), then try to download payroll updates again. Intuit says a data rebuild can fix PS038 on its own.

Toggle each stuck paycheck

If PS038 is still there, Intuit’s next step is to toggle each stuck paycheck: open it, select Paycheck Detail, and under Earnings add the same earnings item that appears last in the list. When Net Pay Locked appears, select No; confirm the taxes and net pay didn’t change, select OK, and Save & Close. Reopen the same paycheck, open Paycheck Detail again, delete the duplicate earnings item, confirm the amounts, and save. Repeat for each stuck paycheck.
