QuickBooks Error PS036: payroll updates won’t download.

Error PS036 appears when you try to download payroll updates in QuickBooks Desktop. Intuit names three causes — incorrect internet connection settings, a firewall blocking payroll updates, or a damaged file in the CPS folder — and gives three steps, starting with a check of your payroll service subscription and service key. The subscription and billing are Intuit’s to confirm. Below: what Intuit says, its steps in its order, and when to call.

TL;DR

Error PS036 appears when you try to download payroll updates in QuickBooks Desktop, blocking payroll updates and tax tables. Intuit covers it with PS032, PS033, PS101 and PS107 in one article (updated August 3, 2026) and names three causes: incorrect internet connection settings, a firewall setting that blocks payroll updates, and a damaged file in the CPS folder. Intuit’s steps, in order: check the payroll service key and that the service shows Active; register and update QuickBooks and download the latest tax table; add a Windows Defender exclusion and run Quick Fix my Program from the Tool Hub. The subscription, billing, and account live in your Intuit account and are Intuit’s to confirm and fix.

Quick answers

Error PS036, in five questions.

What is PS036?

A QuickBooks Desktop payroll error that appears when you try to download payroll updates. Intuit covers it in one article with PS032, PS033, PS101 and PS107, with the same causes and steps for all five.

What causes it?

Intuit names three causes: incorrect internet connection settings, a firewall setting that blocks payroll updates, and a damaged file in the CPS folder. It does not rank them.

Whose problem is the subscription?

Intuit’s. Intuit’s first step checks that your payroll service shows as Active and the service key is correct. If the status isn’t Active, or you have a billing or account question, contact Intuit — that lives in your Intuit account.

Can I fix it myself?

Intuit’s three steps: check the service key under Employees → My Payroll Service → Manage Service Key; register and update QuickBooks Desktop and download the latest payroll tax table; add a Windows Defender exclusion and run Quick Fix my Program from the Tool Hub, then update again and download the latest tax table.

When to call a ProAdvisor?

When Intuit’s three steps haven’t cleared it and Intuit has confirmed the subscription is active, or payroll is stuck close to a pay date. Free file review first; a focused diagnostic is from $1,200 — a fixed fee, set after scoping. For the subscription or billing itself, contact Intuit.

TechBrot is an independent firm — not Intuit, and not Intuit's software support. For your Intuit account, billing, login, or a software bug, contact Intuit directly. Intuit support → We provide independent, operational help on the QuickBooks side once Intuit’s steps have run out.

What causes PS036

What Intuit says causes PS036.

Intuit’s PSXXX article (updated August 3, 2026) names these three causes for PS036 and four sibling codes. It does not rank them.

Incorrect internet connection settings

Intuit lists incorrect internet connection settings as a cause of PS036 and the other PSXXX errors. QuickBooks needs a working connection to download the payroll update.

A firewall setting that blocks payroll updates

Intuit lists a firewall setting that blocks payroll updates in QuickBooks Desktop. Intuit’s Step 3 deals with Windows Defender; for a third-party firewall or security product, check its own settings or ask its vendor.

A damaged file in the CPS folder

Intuit lists a damaged file in the CPS folder. Intuit’s fix for this is not a manual file edit: its Step 3 runs Quick Fix my Program from the QuickBooks Tool Hub, then updates QuickBooks and downloads the latest tax table.

The self-fix

How to fix PS036 yourself.

Intuit’s three steps, in Intuit’s order, then what to do if they don’t clear it.

1

Check your payroll service subscription and service key

Close all company files and restart the computer. Open QuickBooks, go to Employees → My Payroll Service → Manage Service Key. The Service Name and Status should be correct and show as Active. Select Edit and verify the service key number; if it’s wrong, enter the correct one. Select Next, uncheck Open Payroll Setup, then select Finish — this downloads the entire payroll update. If the status isn’t Active or you don’t have the right key, that’s your Intuit account: contact Intuit.

2

Register and update QuickBooks, then download the latest tax table

Press F2 to open Product Information and check that it says Activated beside the license number. If it doesn’t, register QuickBooks Desktop. Then update QuickBooks Desktop to the latest release and download the latest payroll tax table update.

3

Add a Defender exclusion and run Quick Fix my Program

Close your company file and QuickBooks Desktop. Intuit says to add the Windows Defender exclusion or turn off Windows Defender antivirus protection (if you turn it off, turn it back on when you’re done). In the QuickBooks Tool Hub, select Program Problems, then Quick Fix my Program. Reopen QuickBooks, update it to the latest release, and download and install the latest tax table.

4

Still seeing PS036? Contact Intuit, then escalate

Intuit’s article ends at Step 3. If PS036 is still there, contact Intuit to confirm the payroll subscription and account on their side. If Intuit confirms the subscription is active and the error persists, the issue is past Intuit’s documented steps — a QuickBooks Payroll ProAdvisor can take it from there.

When self-fix has reached its limit

Three signals it’s a ProAdvisor call.

Signal 01 · Intuit confirmed active, PS036 persists

You’ve run Intuit’s three steps, Intuit has confirmed the payroll subscription is active — and PS036 still blocks payroll updates. That’s past Intuit’s documented steps, and the point where a ProAdvisor looks at the QuickBooks installation, the company file and the setup together.

Signal 02 · Intuit’s three steps didn’t clear it

The service key is right, QuickBooks and the tax table are current, and Quick Fix my Program has run — but updates still fail. More retries of the same steps rarely change the answer; a diagnostic finds what’s different about your setup.

Signal 03 · Subscription side you can’t navigate

If the Intuit-side situation is tangled — the status won’t show Active, or billing won’t update cleanly — the subscription itself is still Intuit’s to fix. A ProAdvisor can get the QuickBooks side ready in parallel so payroll can run the moment Intuit clears the account.

Software, or the books?

When Error PS036 is no longer a software problem.

PS036 is a payroll-subscription verification error, and the subscription is Intuit’s. Once updates download again, what happened to payroll in the meantime is a bookkeeping matter.

  • Paychecks were created before the tax table could update.
  • Payroll was run outside QuickBooks and has not been recorded.
  • Payroll liabilities no longer agree with what was paid.

Start with the free QuickBooks file review — a limited review that identifies likely issues and the information needed for a written scope, with the findings in plain English. If the findings show that the books themselves need work, that is QuickBooks cleanup, quoted as a fixed fee against a written scope before any work starts.

Intuit confirmed the subscription, but PS036 persists?

That’s past Intuit’s documented steps. Free file review, then a focused diagnostic is from $1,200 — a fixed fee, set after scoping.

Annual Intuit re-certification

  • PS036 is a QuickBooks Desktop payroll-update error — working it takes fluency in the payroll service key, QuickBooks updates and tax tables, and the Tool Hub.
  • The firm is led by TechBrot’s founder with active QuickBooks Online (Level 2) and Payroll certifications who works in Desktop and Enterprise files; Intuit’s public ProAdvisor directory lists active ProAdvisors for verification.
  • We’re explicit about the line: your payroll subscription, billing and Intuit account are Intuit’s to confirm and fix. We help on the QuickBooks side once Intuit’s steps have run out.
Where the line is drawn

The subscription is Intuit’s. The file is ours.

We’re explicit about the split because it saves you time and money. Your payroll subscription, billing, and account details live in your Intuit account — confirming the subscription is active and billing is current is Intuit’s to do. We don’t take over your Intuit billing or imply any Intuit affiliation.

Once Intuit confirms the subscription is active and PS036 still appears after Intuit’s three steps, the issue is past Intuit’s documented fix — the QuickBooks installation, the company file and the setup need looking at together. That’s where a QuickBooks Payroll ProAdvisor works. Every TechBrot engagement is delivered by a ProAdvisor who works in Desktop and Enterprise payroll files, fixed-fee with a written scope — and when stuck payroll signals deeper issues, ongoing QuickBooks Payroll support is the right next step.

What causes QuickBooks Error PS036?
Intuit names three causes: incorrect internet connection settings; a firewall setting that blocks payroll updates in QuickBooks Desktop; and a damaged file in the CPS folder. It does not rank them. Separately, if Intuit’s first step shows your payroll service isn’t Active, that’s your Intuit subscription — contact Intuit.
Is PS036 a subscription problem or a file problem?
Intuit’s article doesn’t frame it either way. Its causes are connection settings, a firewall blocking payroll updates, and a damaged file in the CPS folder; its first step checks that your payroll service shows as Active and the service key is correct. If the status isn’t Active, or you have a billing or account question, that lives in your Intuit account and is Intuit’s to resolve. Intuit’s PSXXX article doesn’t list duplicate subscriptions or agreements as a cause. What it does is check, in its first step, that your payroll service shows as Active and the service key is correct. If the status isn’t Active, or you think your account has more than one payroll subscription, that lives in your Intuit account and is Intuit’s to confirm — contact Intuit, then run Intuit’s steps again.
