Run QuickBooks as administrator

Close QuickBooks, right-click the QuickBooks icon, choose Run as Administrator, and confirm the Windows User Account Control prompt. Then download the update again — for a payroll tax table, Employees → Get Payroll Updates → Download Entire Update → Update (Intuit notes this needs an active QuickBooks Desktop Payroll subscription).

Run Quick Fix my Program, then reset the update

Install and open the QuickBooks Tool Hub from Intuit’s article, then select Program Problems → Quick Fix my Program, reopen QuickBooks and retry. If it still fails, Intuit says to delete the Components folder in QuickBooks’ folder under ProgramData, then go to Help → Update QuickBooks Desktop, select Reset Update, and get the updates again.

Install the Intuit digital-signature certificate

In the QuickBooks installation folder under Program Files, right-click QBW32.exe → Properties → Digital Signature tab, make sure Intuit is selected, then Details → View Certificate → Install Certificate. Complete the wizard and restart the computer.

Clean install, then escalate
