Check Internet Explorer’s TLS settings

Open Internet Explorer, select the Gear icon → Internet Options → Advanced tab. Under Security, make sure Use TLS 1.0 is unchecked and Use TLS 1.1 and Use TLS 1.2 are checked, then select Apply and OK and retry the update. If you still get the error, Intuit’s next instruction is to uninstall and reinstall QuickBooks Desktop in Selective Startup, then retry.

Re-register the Windows .dll files Intuit names

Intuit’s second solution re-registers softpub.dll and WinTrust.dll using regsvr32 in the Windows Run window. Copy the exact commands from Intuit’s 15223 article rather than retyping them, and confirm each shows a success message.

Clear Internet Explorer’s SSL state

Open Internet Explorer, select the Gear icon → Internet Options → Content tab → Clear SSL state. Restart the computer, open QuickBooks Desktop, and retry the update.
