§The Indiana half of a cleanup

What an Indiana cleanup has to reconcile back to.

Indiana is a clean single sales rate with a payroll problem underneath it. All 92 counties levy their own income tax, withheld by where the employee lived on 1 January — so an employee who moved counties changes the withholding even though nothing about the job changed.

County income tax follows residence, not work

All 92 counties levy a Local Income Tax on top of the 2.95% state rate, set by the employee’s county of residence on 1 January.

In the cleanup: This is the defect we find most often in Indiana files. We re-derive each employee’s county code per year and correct the withholding history.

The personal-property exemption still has to be claimed

Business personal property under $2,000,000 total cost in a county is exempt for 2026 — but only if declared on Form 102 or 103.
