Illinois is a flat-rate state with three complications underneath: a second entity-level tax nobody expects, the highest big-city sales tax in the country, and a Chicago lease tax that reaches software used in the city no matter where the vendor sits.
There is a second entity tax on top of the corporate rate
The Personal Property Replacement Tax is 2.5% for C-corps and 1.5% for S-corps, partnerships and trusts, on entity net income — and it applies to pass-throughs that owe no Illinois income tax.
In the file: It is computed from the books, so an S-corp or partnership file with no PPRT accrual is understating what the entity owes.
The combined C-corp rate is 9.5%
7% corporate income tax plus the 2.5% replacement tax — among the highest combined rates in the nation.
In the file: Worth accruing at the real number. Files built on the 7% headline are short by more than a quarter of the liability.
Chicago’s cloud tax follows the user, not the vendor
The Personal Property Lease Transaction Tax reached 15% in January 2026 and applies to SaaS, cloud and equipment leases used in Chicago — including from vendors outside the city.
In the file: Every software subscription used by a Chicago user is in scope. The file needs the tax tracked on the expense side, which almost none do.
Sales tax is home-rule, layer by layer
10.25% combined in Chicago — 6.25% state plus Cook County and city add-ons, and each of the 102 counties layers differently.
In the file: Collar-county businesses selling into the city need jurisdiction-level rates, not a single rate carried over from the suburbs.
